What changed
Adds the sovereign Dummy/Kalshi cell with signed authority, strict broker truth, reconciliation, durable journals, Core rollback anchors, and a sealed-disabled production execution cycle.
Why
DumbMoney needs each existing engine to operate as one cohesive private-local, evidence-bearing multi-agent fund while preserving venue sovereignty and explicit authority boundaries.
Impact
This publishes the data-independent implementation into the private ObtuseAI repository. It does not install Windows services, import broker credentials, authorize live orders, or claim profitability. Those remain deployment and attended-evidence gates.
