2 fixes needed to article about requirements in unified manifest

1. Move the note about platform/versions that do NOT directly support the unified manifest to a higher level in the IA.
2. Point out that on these older combinations, the req set is added to <VersionOverrides> and applies to everything in the <VersionOverrides>, except child elements that do not have the same name as an element in the base manifest. NOTE that there can be only one <VersionOverrides> in the root and only one child <VersionOverrides> inside a <VersionOverrides> .
