Four upgrades so an agent can answer "can I call this, what do I have left, what would more cost" from the schema instead of by probing (#63, #64):

  • Plan-tier labels in every gated tool description — history → Developer $19+; futures/curve/marine/spreads → Professional $99+; storage/rigs/OPEC/inventories/forecasts → Reservoir Mastery; drilling → Scale; well permits → add-on/enterprise.
  • New opa_get_natural_gas_hubs — six US hubs as basis to Henry Hub (Waha, SoCal Citygate, Chicago Citygate, Algonquin Citygate, Eastern Gas South, Houston Ship Channel) with per-hub history depth.
  • New opa_get_account_status — plan tier, usage, remaining quota, reset date.
  • New opa_get_plans — live plan ladder from the API; works keyless.
  • New opa_get_data_quality — per-series quality grades and dimension scores; catalogue summary on any key.
  • Gate errors (402/403/429) now point at opa_get_plans / opa_get_account_status.

36 tools. 166 tests pass; live smoke and packaged smoke green.
