The Universal Declaration of Monetary Rights is a charter of collective interest drawn up by a group of European citizens with the aim of proposing a set of rationality criteria for assessing the ability of any currency or financial instrument to respect the axioms of Social Choice Theory.
Thus, instead of being defined in relation to a capacity for industrial production (as in capitalism), in relation to a technological capacity (as in blockchain), in relation to a capacity for credit and debit (as in the banking system) or in relation to a capacity for military intervention (as in the regalian conception of States), money is here defined in relation to a capacity for social choice, which constitutes a radially new objective and horizon when compared with the economic, technological, financial, political and military objectives that preceded it.
Measuring the value of a monetary instrument by the yardstick of social choice amounts to postulating that money is a right and not an obligation, that it belongs to all people and to each individual and not to certain institutions, that it is entirely creatable, manageable and usable by those who have the greatest interest in it to ensure their vital daily exchanges and not by those who only manage it and perceive it in a disembodied and abstract way through a mass statistically manipulated by the major macro-economic indicators.
Starting with a currency that is totally free, equal and fraternal, because it is given back to the deliberating people, seems to us to be by far the best solution for both thinking soundly about the fundamental concepts and values of currency and bringing about the self-fulfilling revolution that everyone is calling for but which we are failing to achieve because we don't know how to tackle it.
This protocol is written in French and English. It proposes a set of axioms and criteria that can be programmatically incorporated into monetary and financial instruments so that they become compatible with the concepts and theories of Social Choice. All the axioms set out in the Universal Declaration of Monetary Rights therefore have an applicative dimension that transcends the distinction between fiat money and cryptocurrency, private property and public property, commercial activity and civil activity, to form a meta-heuristic of individual and collective monetary capacities in any form of society.
This clearly shows that as soon as we associate a humanist vision based not on economic liberalism but on the defence and promotion of fundamental human rights, we quickly find a foundation of values that are not misleading insofar as they can be of immense service to everyone regardless of nation, currency, level of GDP or wealth. This is why we believe that the Universal Declaration of Monetary Rights has strong converging tendencies with the 17 Sustainable Development Goals.
Why do we need a Universal Declaration of Monetary Rights?
Because it doesn’t exist. Today we have declarations of human rights, declarations of economic and social rights, but no declaration of monetary rights. The UDMR makes up for this historical deficiency. By proposing a general text and principles, we hope to prepare for the adoption of a future declaration of monetary rights by the Institutions.
Why is this the right time to do it ?
Because the financial revolution we are experiencing today with the emergence of decentralized monetary systems is historic. This revolution is challenging on a global scale almost all the principles and practices that were considered the norm in centralized monetary systems. The result is considerable and potentially dangerous chaos that requires the creation of new concepts that will make it possible to think about centralized and decentralized systems together.
Why is this useful ?
In the centralized economy, the currency is the same for everyone because it is defined by the issuer. Classically, monetary power is calculated by taking the GDP of each nation and calculating the balance of trade. We can therefore say that the currency of the industrial capitalist economy represents the value of a set of saleable goods. The novelty in the decentralised economy is that money becomes digital and programmable by each user of this money. This is a total change of financial and monetary paradigm. This means that each user can incorporate the values that they consider essential and that they wish to promote in society. Overall, it is no longer just a question of investing in ecology with a commodity money, but of producing a directly ecological currency that will reward actions and behaviour that are ecological.
Why is this smart ?
In the digital money economy, we can say that money is the society's hard drive in which you store the software of your values. This programmability of digital money therefore invites us to question the values that users could incorporate into it. The purpose of the axioms of the UDMR is to provide theoretical tools to conceptualise a common approach to the use of programmable money based on user consensus. The new rights of users in decentralised monetary programming will necessarily lead to a new set of monetary and financial rights and the UDMR is a prefiguration of this new reality.
Why is this liberating?
Because obtaining rights for all economic and social actors will enshrine their economic freedoms and more particularly their ability to define for themselves the values they want to produce as well as the modes of exchange of these values. In the perspective of a future programmable economy, this will give all entrepreneurs the freedom to finance the productions of their choice and the freedom to finance the fiscal and social charges of their choice. Economic freedom thus increases in correlation with the social and environmental responsibility of companies that it makes possible to achieve in a more efficient way.
Why should we do it?
Because we must ensure that money is no longer considered only as economic wealth, but as a human right granted unconditionally and universally. On this condition alone, you give back to institutions the financial means to carry out the policies of the welfare state that are demanded by the people. This amounts to recognizing the right to build the future of our societies by having recourse to a currency whose creation no longer refers systematically to debt, but to the creation of common goods for which the State will be the guarantor. By opening up this possibility, we are creating a different future for our generation and all those who will follow us and who, like us, will demand recognition of an equal right of access to present and future wealth.
