Managing to classify, aggregate and measure collective preferences is the central subject of study in Social Choice Theory.

For several centuries, people thought this was impossible. This impossibility is illustrated by Condorcet's Paradox, which shows that ranking collective preferences can often lead to absurd results in which each preference outweighs the others. It culminates in Arrow's Impossibility Theorem, which states that no voting system can or ever will cumulatively meet 5 rationality criteria: universality, independence, non-dictatorship, unanimity and sovereignty. This mathematical difficulty of all voting systems is of immense significance because it undermines the principle of democratic representation, distorts the results of our votes and considerably weakens the functioning of collective intelligence.

Our article is the fruit of a decade's worth of work that breaks this deadlock and ushers in a new era. Its contribution covers a number of important issues for the construction of rigorous collective decision-making procedures:

  • It defines scalable decision-making procedures that can be deployed economically at all scales
  • It proposes a methodology for building decision-making procedures that respect Arrow's 5 criteria
  • It provides a set of decision-making procedures that meet all these rationality criteria
  • It proposes a methodology for building collective decision-making procedures in line with strategic goals an values of the organisations
  • It contains an analysis of the types of candidate best suited to each voting procedure
  • Finally, it identifies fields of application that cover a wide range of different disciplines.

This kind of knowledge is essential to the development of the modern world, which is why we have decided to make it available to everyone in open source mode, under a type of licence that will protect it from any misappropriation or distortion.

We invite all the world's developers to get to grips with this essential subject, to develop voting algorithms and applications that will provide more robust procedures that respect the way democracy works.

I would remind you that this discovery does not come at any time or by chance, because collective intelligence based on ranking and measuring collective preferences is a power of the human mind that is the only credible alternative to the deployment of AI, which threatens to destroy our institutions and lead us towards economic and technological totalitarianism.

There are 5 types of application tools that can be developed from the measurement of collective preferences:

I. Voting
A process in which people are asked to rank their preferences on a single issue.
II. Survey
Process in which people are asked to order their preferences on several questions.
III. Consultation
Process during which people are invited to order their preferences on one or more questions and to make proposals.
IV. Decision support & collective intelligence
A set of techniques for classifying data from different sources to ensure the best possible decision-making within a group or organisation.
V. Data analysis
A set of methods for semantically processing and financially valuing the information produced during votes / surveys / consultations.

Overall, the development of collective decision-making algorithms based on the measurement of preferences would make it possible to move from a ‘top down’ mode of social, political and managerial management to a ‘bottom up’ mode of social, political and managerial management. This would stimulate commitment and enable communities to operate in line with their core values.

At a time when people all have access to information and exchanges, an increase of a few minutes on ballots in which people rank their preferences instead of choosing just one option will have a considerable impact on the quality of the collective decision, its acceptability by all and its level of representability.
