Upgrade notes

• A person's first SSO sign-in now takes a seat, so at a project's seat limit it is refused.
• Signing in with a project's SSO when the project has no free seat now shows a "No room in this project." page; signing in with instance-wide SSO skips a full project and signs you in to the rest.
