Speedtest API v0.1.0

Speedtest API 0.1.0 provides the regional measurement service for Speedtest UI 0.1.0, with wire protocol version 1.

• Bounded streaming downloads/uploads, latency probes, UDP packet-loss measurements and optional local network organization lookup.
• Production configuration checks, private metrics, configurable per-client quotas, trusted proxy handling and graceful shutdown.
• Go 1.27.1, dependency and secret scans, CodeQL, race tests and a signed Linux AMD64 image with SBOM and provenance.

Validation: release CI passed, including the production container smoke test and Trivy scan with zero high/critical findings. CodeQL has no open alerts. Local tests verified 1, 4 and 16 simulated clients with four streams each, overload at 64 active transfers and completion of 64 uploads during shutdown. These checks do not establish WAN capacity.

The attached OCI archive is the tested CI artifact. Checksums, vulnerability reports, SBOM, provenance and the concurrency report are included. govulncheck found zero affected symbols/imported packages; its module-level OpenPGP advisory concerns packages absent from this application.
