Explorer status bar scaling is broken in 4k-FHD monitor pairs

Describe the bug

Above is a screenshot of an Explorer window with OS's status bar on and default settings. My main monitor is 27" 4k, but this window was moved to a 27" 1080p, hence the extremely large font size of the status bar.

To reproduce

1. Set a 4k monitor as main and 1080p as secondary.
2. Turn on Explorer Status Bar.
3. Open an Explorer window and move it to the 1080p monitor.
4. Observe massive increase of text size in the status bar.

Expected behavior

Normal sized text.
