Implement staged pre-prune, rolling summary, post-summary snip, and emergency compaction. Preserve tool pairs and protected-tool semantics while bounding oversized payloads in emergency mode. Avoid false context overflow when the prompt remains under the hard effective input budget. Add regression coverage for protected early turns, emergency projection, and context-specific error guidance. Verification: npm run build with Node 22.13.1, targeted compaction/model guidance tests, git diff --check.
