Extlib v82 hybrid r4

All three platforms now carry the same v70 hm_reader build (20260710_d899773e): the linuxa64 reader is upgraded from the February build to the July v70 build recovered from the community-archived official latest-20260728 ARM package (see release upstream-latest-20260728-linuxa64).

Extlib v82 hybrid r2

v82-hybrid with the Linux hm_reader upgraded from the v60-era build to the v70 build (20260710_d899773e — the same build as the win64 reader), recovered from a community-archived copy of the original upstream extlib v70 package.
