Refactor SSO user identification handling

Replaced cookie-based SSO user identification with a more flexible approach that first checks local storage and then falls back to cookies if necessary. This change enhances code modularity and flexibility, and introduces the new utility function getSSOId to handle this process. This extraction approach can be applied across various parts of the application, improving efficiency.
