Refactor session expiration and logout checks order

Reordered the checks for session expiration and logout status in both Timer.js files in dsu-fabric and demiurge-wallet directories. Now, it primarily checks for session expiration before checking the logout status. This provides a more logical flow and ensures that expired sessions are handled first. Additionally, the sessionHandler function was moved to a global scope which allows for appropriate interval clearing in distributed situations.
