Update brdf_fallback.py to contain an added quality layer that describes how many days were included in the temporal average for some quality flag(s).

Use MODIS v6.1 in output .h5 filenames

Small fix to use '061' instead of '006' in the output .h5 filenames to reflect that we will use MODIS v6.1 in our next fallback creation.
