Drops the `toolchain` input from the `run-patina-qemu-validation` action and removes all references to it in the action's code and the workflow that uses it. patina-qemu has converged onto a single CLANGPDBG toolchain. Signed-off-by: Michael Kubacki <michael.kubacki@microsoft.com.
