This is the official original release of the Python codebase for the ATC-138 functional recovery assessment framework. This release converts the previous Matlab codebase (v1.2) into an open-source Python package and aligns with the latest version of the ATC-138 methodology as documented in the ATC-138-6/FEMA P-58-8 Report. Model outputs from this Python release have been verified against those from the Matlab package. The difference between the recovery times calculated by the two tools falls within the expected range of variation due to probabilistic sampling. Therefore, for all practical purposes, the Python and Matlab codebases currently produce the same results. Future developments will be made only on the Python codebase, and the Matlab codebase will be deprecated.
