The counting interval can now go down to 0.25 s on the Simulation screen only
(the Device screen keeps its 0.5 s floor, since a real Geiger counter's
polling rate isn't ours to change). A new Simulation-speed radio group lets
the simulated clock run at 1x, 10x, or 100x real time, since a simulated
source's decays (unlike a real counter's) can be sped up.

Fixing this exposed a latent bug: when a frame's simulated time spans more
than one counting interval, the source must be stepped once per interval
boundary rather than once for the whole frame, or every interval after the
first gets a stale, already-zeroed count instead of its own independent
draw.
