feat: publish scientific scenario completeness profiles

Summary

Publishes a machine-checkable REV1 scientific-scenario completeness scope contract that separates stable intended-use profiles from the current delivery assessment and computes every completeness claim from atomic evidence.

• Require executable implementation evidence or contract-bound, conformance-validated satisfiability witnesses.
• Enforce non-conflation, examples, evidence paths, published-schema identity, and reader-facing outcome drift.
• Register the contracts with schema publication, conformance, packaged corpus, authoring guidance, and normative documentation.

Test Plan

• Canonical verification passes: 3,586 unit tests, 34 integration tests, and 92% aggregate coverage.
• The 57-test focused suite includes deliberate-break coverage for every completeness policy rule.
• Schema/publication parity, installed-wheel corpus checks, Sphinx, lint, hygiene, and pre-commit pass.
• The direct Ground Control quality gate passes for GOV-942; the standalone REST checker followed its documented timeout/skip path.

• Architecture preflight and clause mapping are recorded on Define a REV1 scientific-scenario completeness profile and gap disposition #727.
• Repository policy, assurance, authority, schema, and documentation gates pass.
• Pre-push production/security and test-quality findings were fixed and authoritative disposition gates approved proceeding.
