Describe the issue

#15278 added initial support for using TTF in OpenGL mode. This does contain a few bugs, as can be seen in the screenshots below

Steps to reproduce

  1. Select a TTF language, like Korean.1
  2. Set the game to OpenGL mode
  3. Try opening the New Scenario dialog

and:

  1. Enter a game.
  2. Check the thoughts of a guest.
