chore: remove .agents/skills/openspp-ui

Why

Claude/agent tooling must live in the internal acn-workspace config registry, not in this public repository. The .agents/skills/openspp-ui skill was added as part of the PR #76 re-land (bf61488) and violates that policy.

What

• Delete .agents/skills/openspp-ui/SKILL.md (the only file under .agents/).

Impact check

• Nothing else references the removed path: no mentions in AGENTS.md, no CI workflow references, no manifest/config usage.
• The rest of commit bf61488 (docker/postgres tuning, spp CLI, pre-commit config, AGENTS.md) is untouched.
• An up-to-date copy of the skill already exists in the internal config registry and is provisioned locally, so no content is lost.
