Need a project that can send, receive, and deliver messages for
applications

* Handle messages via a Dispatcher -> Courier -> Message Center -> Box
-> Recipient pattern
* Added projects for abstractions, messaging (core), and a simple
runtime
  * Added Unit Tests
  * Github workflows
