Mark recode-created targets active
When a RECODE ... INTO creates a target, preflight adds it to $variables but never adds it to $active. Any later operation that legitimately uses that new target in the same plan, such as VARIABLE LABELS Band '...', another recode from Band, or deleting the original only remaining variable after creating Band, is then rejected as not active even though the executor would create the column. Set $active[$operation->targetVariable()] = true when creating the implicit recode target.
