Summary

• Extend the root release workflow to build, validate, smoke-test, and publish the openstatspec-specification companion distribution from OpenStatSpec/specification alongside openstatspec.
• Keep the normative fixture checkout pinned separately and validate the companion package source, artifacts, and metadata before publishing.
• Fix sequential transformation validation when a later variable-creating operation follows deletion of the final variable, with regression coverage and documentation updates.

• Full non-service test suite passed.
• SPSS frontend tests passed: 40 tests.
• Specification tests passed: 31 tests; repository validator passed.
• Both release workflow YAML files parsed successfully.
• git diff --check passed.
