The Telegram community group is being discontinued, so the rainbow "Join our community of builders on Telegram!" banner on every docs page needs to go. Drops the unused Banner and Link imports.

The OpenZeppelin Telegram community group is being discontinued. The banner appears on every page of the docs site, so it's the highest-visibility reference to remove first. Splitting it out from the rest of the cleanup makes it easy to ship the banner takedown immediately without waiting on review of the wider content rewrite (see companion PR for monitor/relayer support links + home page card swap).
