Opencomplai v0.4.0 is out — the headline is a persistent control
register: EU AI Act obligations now track as ControlInstance objects
(owner, evidence, freshness, state) across runs instead of resetting every
scan. opencomplai controls status gives you one command for what's
satisfied, missing, stale, or waived.

The Annex IV dossier generator (docs generate) now pulls in your real
scan/eval results instead of leaving sections dead, and stops inventing
Section 3 content when you haven't given it any — same rule as always:
Opencomplai assembles supporting evidence, it doesn't tell you that you're
compliant.

Also: a human-in-the-loop halt/resume flow (approve/resume, exit code 4),
new Art. 17 and Art. 9 gap probes, and a Windows console encoding fix plus a
few doc corrections from the community — thanks to everyone who filed those.
