Opencomplai v0.7.1 is a bug-fix release.
Heads-up for CI: a manifest written by opencomplai checker --write-manifest now gates check on the checker's verdict. A system the checker classified as prohibited fails with POLICY_BLOCK (exit 3), and a high-risk one with at least CONTROL_FAIL (exit 1). In 0.7.0 both could return PASS. Manifests written by 0.7.0 are recognised and gated the same way, with a warning to replace the tier label in intended_purpose with the system's real purpose.

opencomplai-cli now requires opencomplai-core>=0.7.1, so pip install -U opencomplai picks up every fix.
