What-cmd is now cross-platform!

In this release, what-cmd has been made cross-platform and now runs on both windows and linux! Commands, flags and hotkeys for the windows terminal and powershell have also been added! Hopefully you windows users will also now find use for what-cmd. As always, please don't hesitate to open an issue if you encounter any bugs or want to suggest improvements.
