chore(release): CLI 0.5.0 — ship ordo guard to npx users (#145)

Bumps the workspace + npm wrapper to 0.5.0 so `npx @ordo-engine/cli` ships the
new `ordo guard` agent-guardrails command (and the earlier hardening +
bare-expression conditions that 0.4.3 never published to npm).
