Tobi Validator GitHub Action v2

This release establishes the current supported major line for the
Tobi Validator GitHub Action.

Reasoning Artifact Validator

Deterministic validation for canonical reasoning artifacts.

Current usage

- uses: OrganeticSphere/tobi-validator@v2
  with:
    eval_token: ${{ secrets.TOBI_EVAL_TOKEN }}
    mode: canon
    canon_input: path/to/artifact.tsubasa

Why a new major version

The historical v1.0.0 release used an earlier credential and delivery
contract.

Version 2 uses controlled evaluation access through:

• eval_token;
• TOBI_EVAL_TOKEN;
• the Organetic evaluation broker.

Because the public Action input and delivery contract changed, this is released
as a new major version rather than a patch to v1.

Preserved behavior

• canon mode;
• golden mode;
• no validate mode;
• stage1-tobi-validator-v0.7.0;
• checksum verification;
• current supported runner families;
• current command and exit behavior.

Migration

Users of the frozen floating @v1 line that already use eval_token can migrate
by changing the Action reference to @v2.

Users pinned to exact @v1.0.0 must migrate from the earlier credential
contract to controlled evaluation access.
