SwiftLint 的**预编译二进制**（artifactbundle）对 glibc 有硬性下限：当前版本要求
`GLIBC_2.38` / `GLIBCXX_3.4.32`。于是「在 Ubuntu 22.04 上构建、以降低产物 glibc 下限」
这件事被 lint 工具自己挡住了 —— 插件失败会中止整个构建：

    .build/artifacts/orzswiftlint/.../linux/amd64/swiftlint:
      libc.so.6: version `GLIBC_2.38' not found

新增环境变量开关 `ORZSWIFTLINT_SKIP=1`：命中时 `createBuildCommands` 直接返回空（不跑 lint）。
用途仅限**构建发布产物**（OrzMCKit 的 `release.yml` 在 `swift:6.0-jammy` 容器里构建 Linux 资产）；
日常 CI 与本地开发不设它，lint 照常跑。

与既有的 Windows 跳过逻辑同一套路（只是从编译期 `#if os(Windows)` 扩成运行期开关）。
