This is a license-compliance maintenance release (no API or behavior changes):

• Added an explicit "license": "Apache-2.0" field to every published package
• Bundled the Apache-2.0 LICENSE text into each package tarball

What's open (Apache-2.0)

• 24 @ottili/foundation-* packages
• foundation-lab reference app (source only, not published)
• Foundation release & validation CLI tools (tools/)
• Authoritative spec (docs/SOURCE_OF_TRUTH.md)

What stays closed (see CLOSED_SCOPE.md)

• Backend runtime services/unified_api/foundation (white-label server, etc.)
• Ottili ONE core platform (billing, multi-tenant orchestration, apps)
