The Windows job failed on the current windows-latest image (npm's bundled
node-gyp 11.2.0 cannot identify Visual Studio 18), which also skipped the
automated release job. Both are fixed in #4; these assets are the ones that
build produced, published by hand.

New in this release: the reh-web server build (#3) — the browser
workbench, as opposed to the remote-SSH-only server that previous releases
shipped.
