Usecase: Update search UX/UI with new fields

Addition of new UX and UI elements to support added search index fields.

Story: Improve repository search #4

Goal:
To allow an external user to select a new search field in the Data Portal to discover COS-SPU data.

Actors:

1. External user
2. System

Prerequisites:

1. User is on advanced search page.

Actions:

Case 1: Sites tab

1. User select "Sites" tab.
2. User selects "City of Seattle" from list of available sites.
3. User selects submit.
4. System returns Search Results page with search query, search term(s), and search results (if any).

Tracked issues:
Add "Cite of Seattle - Public Utilities" to "Sites" drop-down list in advanced search (https://github.com/PASTAplus/DataPortal/issues/124)

Case 2: Project tab

1. User selects "Project" tab.
2. User enters award information into appropriate fields
3. User selects submit.
4. System returns Search Results page with search query, search term(s), and search results (if any).
