[BUG]: Vsync option gives varying frame times and framerate #11725

Describe the Bug

I tried playing while using the "Sync to Host Refresh Rate" option and Vertical Sync on. When I check the OSD for frame times, they're too high for actual 60fps vsynced. They usually jump to 21-30ms instead of an expected ~16.7ms (perfect vsync). This basically makes games appear to be stuttering even though they run at 100%. I tried playing at 59.94 fps NTSC and 60 fps without vsync enabled and the games run perfectly with no varying frame time or fps inconsistency.

Reproduction Steps

Enable these options in the "Emulation" tab

Enable the OSD for fps and frame times
Start a game
Go fullscreen
Check OSD

Expected Behavior

The fps and frame time "should" be consistent (as they are without vsync) but they both randomly jump, and are not the same.

These don't really affect the game much since I have a good graphics card, the issue is mostly just with VSync.
