This release fixes direct installation of every bundled Skill and improves public discovery.

What changed

• Move the router into the standard skills/<skill-name>/SKILL.md multi-Skill layout.
• Make all four bundled Skills discoverable and installable with the official skills CLI without --full-depth.
• Add CI checks that list and install each bundled Skill in isolation.
• Keep route-plan and evidence-bundle schemas inside the router package.
• Add search and social metadata to the live decision example.
• Add robots.txt and sitemap.xml for GitHub Pages discovery.
• Clarify official CLI telemetry and the repository installer's privacy behavior.
