Bug Fixes

fix(tabs): Validate persisted account tab against loaded accounts to prevent stale selection from deleted accounts
fix(ui): Widen amount column on Transactions and Forecast pages to prevent overflow with thousands separator
fix(ratelimit): Increase global rate limit from 100 req/15min to 200 req/min to prevent TOO_MANY_REQUESTS errors during normal SPA usage
fix(planned): Replace MAX() with CASE WHEN for PostgreSQL compatibility in recurring transaction reconciliation

Tests

Add integration tests for recurring transactions with start date = today, future, and forecast visibility
Rewrite integration tests with relative dates for cross-month stability
Validated on all 3 databases (SQLite, MariaDB, PostgreSQL): 390 unit + 184 integration = 574 tests
