Add Treasure Chest System to Fishing

Add treasure chest or safe or some other item that players can catch and open for unique rewards. Treasure contents controlled by the config file. Add chance system to the item spawning in the treasure to allow for randomness in the rewards.

I have this safe model already that we could potentially use as a small crate. Won't make it's inventory too massive but could also look at other possible models to use for larger "treasure". I also have other safes from this pack that we can use as the bigger crates if we want can also look for more treasure chest or other style crates for other inventories. I figured we could make the safe require you to open it with a hacksaw. maybe make it 2 fold where it requires you to hacksaw it and then crowbar it.

Also have this wallet already that we can include if we wanted to as a smaller container for money, keycards, or whatever server owners come up with. Maybe make it hold a 2x2 or 3x3 area of stuff.

Functionality possibly implemented through new junk system - need to test this more thoroughly and make sure server owners can set chances, if not create a duplicate from junk system and add chances and on/off switch.
