0.11.1: the memory is attested, and a briefing over a large archive costs milliseconds
The version that ships the whole memory plan — one contract per delivery with its receipt,
capture and extraction under switches, checks with a purpose, a Twin that learns on its own,
forgetting that survives a backup, a storage quota — with the one fix found between the cut
and the publication: the family walk of the decision conflicts evaluated once per row instead
of once per pair, so a briefing over 270 decisions takes 90 ms where the 0.11.0 cut took four
seconds. 0.11.0 was tagged and never published; this one replaces it.
