Changed RubyInstallerTeam.Ruby → RubyInstallerTeam.RubyWithDevKit.3.4

Same issue as PHP - winget requires version-specific package IDs.
Generic package IDs (PHP.PHP, RubyInstallerTeam.Ruby) don't exist.

Changes:
- medusa/platform/installers/base.py: Updated rubocop winget ID
- tools-manifest.csv: Updated rubocop winget ID
- Version bump: 2025.1.3 → 2025.1.4
