- Change manual install scripts to use ~/.local/bin instead of /usr/local/bin
- Updated: hadolint, gitleaks, taplo, ktlint, kube-linter
- Fix taplo download URL (taplo-linux-x86_64.gz not taplo-full-linux-x86_64.gz)
- Tools now install without sudo on Linux

Tested: hadolint 2.14.0, gitleaks 8.30.0, taplo 0.10.0 all install successfully
