• Fix PyPI publishing by running the publishing job directly in the release workflow, so Trusted Publishing authentication and digital attestations use the same workflow identity.
• Includes all functionality from 3.8.0, which was published to GitHub and Docker Hub but could not be uploaded to PyPI.

There are no application behavior changes from 3.8.0. Its upgrade requirements still apply: Python 3.9 or newer; Docker images for amd64, ARMv7, and ARM64 only.
