Orchestration Engine 0.183.326

The v1 user API loads a frozen serialized schema that omitted
projectTemplate.isPublic. Engine 0.183.325 added a read-only dynamic overlay
visible in v2-beta but did not repair that v1 snapshot. This release merges
only the missing public-state field into the v1 user schema as read-only.
Existing admin create/update permissions and other resource schemas are
unchanged. No database migration is required.

The targeted FileSchemaFactoryTest passed 7/7, including an assertion against
the packaged v1 user schema. The complete release gate passed, with zero
critical/high findings in the artifact and Dapper scans. cattle.jar SHA-256:
6427120ef0047deb0c436a5cd9167a9afb3a2fb3075123b50340ec1216a5fe81.
The release includes the JAR, standalone checksum and CycloneDX SBOM.

Runtime acceptance of the v1/v2-beta role matrix and disposable template
write flow will be performed in the isolated 8080 QA environment after the
Server image incorporates this Engine. This release does not claim that
browser or QA runtime acceptance has already passed.

Rollback to 0.183.325 restores the previous v1 omission. A missing isPublic
field must not be interpreted as false.
