Web Console 1.6.169

Fix the shared unallocated-local-volume classifier: externalId is an identifier,
not an allocation binding. Host/image/instance, explicit local/non-native fields,
complete pool/mount relationships and current-environment authorization are retained.
Identifier changes continue to invalidate late relationship responses.

791/791 tests passed; failures, skips and todos are zero. Three new regression
cases passed in Chrome 154. Two production builds produced identical archives.
The attached archive is the exact CI artifact, not a local rebuild.

13 packaged locales retain the five unallocated-volume messages. No authentication,
API authorization or backend lifecycle changes. No data migration is required.
