Web Console 1.6.170

Correct the shared local-volume classifier when the API preserves the optional
expanded mounts: null projection. Null is not fabricated into an empty array or
used as allocation-absence proof. Complete pool relationship, full scoped mount
cache, exact-volume binding and backend authorization checks remain mandatory.
Malformed array-like API objects are not accepted as empty arrays.

792/792 tests passed; failures, skips and todos are zero. Four scoped classifier
regressions passed in Chrome 154. Two production archives are byte-identical.
Attached archive is the exact formal CI artifact, not a local rebuild.
