Inactive environment details now load authorized global project and member data without requesting inapplicable inactive-scoped network or policy-manager resources. The existing form explains the inactive state in all thirteen packaged locales and prevents stale network saves. Other states, denial/error handling, global action links, backend permissions, authentication and session ownership remain unchanged. No HAProxy or runtime patch.

Server assembly, isolated native view/edit/cancel/remove, full role/resource/locale matrix and production deployment are separate and not claimed by this component release. Prior HOLDs remain HOLD.
