First fully functional version of callvote!

Fix 1 second delay between displaying the question and displaying the results
Allow all players to call Kick/RestartRound if the configs are enabled, only check if players can call votes for custom votes
Fully implemented "callvote Kick "
Fully implemented "callvote RestartRound"
Prefix question with the name of the player asking
Add aliases .yes and .no for .1 and .2
