It means that file is missing from the class path and library path. It should be there...

libjnijavacpp.so this one?
if so, where is the right place to locate it?

We just need to leave it in the JAR file, alongside the rest of the files for TensorFlow, so, don't remove it?

Well, for some reason jnijavacpp is not in the JAR file. If you didn't remove it, then you forgot to add it, I don't know what or how you're trying to hack things! I'm just saying the library is missing. It's not a big deal probably but if you wish to get rid of it, that library needs to be there. That's all.
