Please help test Linux & Windows

Linux and Windows builds are not tested enough yet (CI = dry-run + Linux Docker smoke only — not a real Kerio VPN). If you try them, please open an issue with OS version, what you ran, and what worked or broke. Feedback is required to mature these ports.

Linux: Python 3.9+ and iproute2; sudo for apply/restore.

Windows: dry-run / stub until WinAPI engine ships.
