PeleC 1.0.0

This new version adds significant capability for modeling multi-component sprays from PelePhysics 1.0.0. The changes should largely be backward compatible, but the new capability should be viewed as being in beta.

Includes a minor breaking change for mechanism formatting relative to previous versions. Users applying mechanisms that are not shipped with PelePhysics by default will have to regenerate their mechanisms.

This release starts the MAJOR.MINOR.PATCH version naming scheme.
