Skyrim Vanity System 1.4.6 adds file-backed UI localization support.

Highlights:

Added locale JSON support under Interface/SkyrimVanitySystem/locales
Added an in-game language selector in the Options pane
Localized the main browser, workbench, conditions editor, tooltips, kit dialogs, and DAV availability messaging
Packaged locale files in the normal release/FOMOD pipeline so translations ship with the mod

This release currently includes the English locale and the underlying infrastructure for additional translations.
