Use MetaCPAN instead of cpan.org as Perl releases get indexed there faster. This also removes support for setting the release tarball suffix in config.yml, and now defaults to 'tar.gz' as that seems to be the only type supported by the MetaCPAN API.

Take advantage of the the faster indexing in MetaCPAN to get Perl releases (especially devel - this is prep for the 5.39.6 release,) and align with the links as specified in more recent Perl release announcements.
This also removes the tarball release type in
config.ymlas onlytar.gzdownload URLs are provided by the MetaCPAN API.
